Abstract

Abstract. The article assesses the impact of the coronavirus pandemic on the execution of local budgets of municipalities by income on the example of the Ussuri urban District. Balanced budgets at all levels of the state's budget system are the key to its successful development
and prosperity. The achievement of the development goals of the Russian Federation, defined by the President, through the implementation of national programs at the municipal level, also depends on the balance of local budgets. At the same time, the local budgets of the
Russian Federation, which are at the lowest level of the budget system of the Russian Federation, are very important, since it is the local budget that ensures the fulfillment of the main social obligations of the state directly in relation to the population of a particular municipality.
Moreover, the social sphere accounts for about 60 percent of local budget expenditures and another 30 percent is housing and communal services, the environment and the national economy. The execution of the revenue part of local budgets is of fundamental importance
for municipalities. The article considers the components of the revenue part of local budgets of municipalities of the Russian Federation. The main problem of local budgets is their scarcity and subsidized nature. The insufficiency of their own sources of income leads to financial
dependence on higher budgets, and significant social expenditures lead to budget deficits. With all the existing problems, the coronavirus pandemic has worsened the situation. The analysis of the dynamics and structure of the revenues of the local budget of the Ussuri urban
district by income for 2019–2020 is carried out. The indicators of 2020 during the pandemic of coronavirus infection are considered. They were compared with data from 2019 to the pandemic year. Absolute and relative deviations are calculated, conclusions are drawn. The
impact of the pandemic on the revenue flow to the local budget has been revealed.
